Dehradun’s tenant and resident verification system is facing scrutiny after police arrested a Rajasthan man who had allegedly remained outside their reach for nearly 18 years. Kalyan Singh, wanted in 23 cases registered in Sikar between 2008 and 2013, was arrested from the Premnagar police station area.
Police said Singh had settled in Dehradun with his family and obtained documents linked to a local address. He also worked as a teacher at coaching institutes in several cities, while his family continued living in Dehradun. The case has raised questions about whether address-based verification alone can identify people with criminal records registered in other states.
The Sikar police arrested Singh on 10 October and took him to Sikar on 11 October. He is accused of taking money from students by promising to arrange B.Ed. degrees through colleges affiliated with Meerut University. The allegations have not been tested through a court judgment.
Cases registered in Sikar
Singh is originally from Bhorta village in Rajasthan’s Jalore district. Police said he studied there initially before moving to Barmer to continue his education from Class 8 to Class 12 at his brother-in-law’s home.
After passing an engineering examination in 1997, he prepared for government employment but did not secure a job. He later moved to Jaipur, where he taught at Vivekanand and other coaching institutes until 2005.
Singh then moved to Sikar and taught IIT and PMT aspirants at Target Coaching for about 4 months. He later opened General Education Classes in Ashok Vihar. As enrolment increased, he met Vikas Saxena.
Police allege that Singh and Saxena began collecting money from students by promising to help them obtain B.Ed. degrees. At the time, B.Ed. qualifications were considered important for candidates seeking to appear in several teacher recruitment examinations.
The 2 allegedly charged each student about 70 to 80 thousand rupees. The arrangement came under pressure after the recognition of about 50 colleges affiliated with the university was cancelled. Students began filing cases against the accused in 2008.
Saxena was arrested, but Singh allegedly fled. A total of 23 cases were registered against the 2 men at Sikar Kotwali police station between 2008 and 2013. Police said Singh then stopped contacting his village and relatives to avoid detection.
Dehradun became his family’s base
After leaving Sikar, Singh reached Dehradun and began living in a rented house. He taught at coaching institutes, including Doon Vidya and EduDream, until 2013. He later built a house for his family in the Premnagar police station area.
Police said Singh first obtained a ration card using a Dehradun address, followed by other local documents. Since no case was registered against him at that address in Dehradun, a verification process limited to local records may not have revealed the cases registered in Sikar.
Singh continued travelling for work while keeping his family base in Dehradun. Police said he worked in Noida for about a year after 2013 and then taught at Aakash Coaching in Aligarh for around 3 years from 2014.
In 2017, he joined Aakash Coaching in Amravati, Maharashtra. A year later, he began teaching students privately from home. He moved to Chennai in 2019 to work at a private coaching institute.
After losing his job during the coronavirus period, Singh returned to Dehradun and started online classes. He later worked at Aakash Coaching in Varanasi and at Bansal Classes. In March 2023, he went to Madhya Pradesh for coaching work. In August 2023, he joined Physics Wallah in Siliguri and later worked at Sri Chaitanya Coaching Institute.
Police used a covert approach
Police said Singh was 55 in 2025 and faced increasing difficulty finding jobs at major coaching institutes. His employment ended in June 2025, after which he taught children at home. He also worked at Resonance Coaching in June and July 2026, but was removed after about 2 months, with age cited as the reason.
The Sikar police had previously conducted searches at Singh’s village and relatives’ homes without finding him. The search was later taken up by a team linked to Jaipur Range Inspector General Rahul Prakash and Sikar Kotwali police.
Using technical information and a tip from an informant, the team traced Singh to Premnagar. Officers reportedly went to his house posing as Airtel fibre technicians and arrested him before he realised their identity.
The arrest has highlighted the difficulty of verifying residents who have lived in one city while working across multiple states. It also shows why records from outside the local jurisdiction may matter when police conduct verification drives involving people who relocate from elsewhere.
Conclusion
The arrest of Kalyan Singh in Dehradun after nearly 18 years has exposed the limits of address-based verification when a person’s alleged criminal record is registered in another state. Police arrested him on 10 October and took him to Sikar the next day for further proceedings.
