Why Gairsain was not made Uttarakhand’s permanent capital despite the Dixit Commission report
The Dixit Commission examined Gairsain, Dehradun, Kashipur, Ramnagar and Rishikesh before recommending Dehradun as the strongest option. Its 2008 report cited connectivity, water, land, earthquake risk and environmental concerns, but the permanent-capital debate remains unresolved despite Gairsain becoming Uttarakhand’s summer capital in 2020.
